Evalution on the progress and achievements against MFAT's Tuvalu 4YP.

The New Zealand Ministry of Foreign Affairs and Trade (MFAT) commissioned this strategic evaluation to assess the achievements, coherence, and strategic direction of MFAT's programme with Tuvalu. The four key objectives of the evaluation were: (1) assess alignment and coherence of MFAT's engagement in Tuvalu over 2018-2021; (2) assess achievement of strategic goals articulated in the four year plan and New Zealand's impact; (3) assess effectiveness and efficiency of New Zealand's approaches and ways of working to achieve desired strategic objectives; and (4) offer insights in the sustainability of current and future support. Mana Pacific Consultants led in-country data collection and some of the New Zealand data collection, contributed to analysis and helped facilitate a sense-making workshop with key stakeholders in Tuvalu.
Insights and Impact:
There were 10 recommendations, including to: offer long-term investments in a select range of sectors; build senior in-country presence; ensure infrastructure planning considers coastal conditions in choice of materials and maintenance plans; improve accountability for maintenance of infrastructure; utilise inclusive approaches.
